I unlocked my BL 3.9 Phone on 1.1.3 with the geohot IPSF like methode. So i always needed the signal.app to get signal after every reboot.
Now today i restored to 1.1.4 and i have signal without having signal.app. That great but why? Is this normal??

Well, if you're com 1.1.4 you certainly used ziphone to jailbreak, are you sure you didn't also unlocked with ziphone?
