Default Network issues: geo-unlocked phone not receiving calls.

I have a gunlocked phone not receiving calls on the bulgarian Mtel network.
    SMS in/out OK
    EDGE OK
    Calls out OK
    Calls in NO

And there is a message about Forwarding activation on OUT calls.
People reported same issues on russian and hongkong providers networks.

P.S. Other bulgarian operators work fine

    nase, check your private messzges.

kentgtay . it's a bug, seems to be happening on on random networks. you probably did everything right. can you buy a prepay card from another network and report if it works.

anyone else having the same problem, please post the carrier name. SO far we have Maxis, Mtel and MTS RU

I did tried both Maxis Prepaid and Postpaid. Prepaid is V1 sim card, Postpaid is 3G Sim card. Both cannot receive incoming call.

    Let's clarify!
The issue is NOT RELATED TO (g)unlocked phones but to the iPhone in general.
The proof: Roaming with AT&T activated original card in such networks with an iPhone gives the same problem: out OK/ in NO

Is it possible that these operators have declared the phone's IMEI as 'stolen' and banned that particular phone from activating (by activating, I actually mean authenticating)? Technically this can be done in the Authentication (AUC) equipment of any GSM operator and has been done by some operators and in some countries to reduce theft. Could AT&T have put pressure on these operators to declare known iPhones without AT&T simcards as stolen?

Don't think the problem is related to AT&T pressure. It appears to be a bug. Talks with gsm guys working in such a rebel networks confirm it. The telephone register to the network properly, but there is some kind of forwarding issue, not identified yet.

I had a lot of problems getting the phone to work in the UAE, until we narrowed it down to a SIM issue because the provider did not follow the standards. Once they did, it worked.

GMS is a standard. There is no technical reason why a phone working on one GSM network will not work on another. The only explanation would be that the phone is not GSM compliant, or the network is not GSM compliant (very rare).

I can't figure out this one because the phone has been confirmed to work on GSM networks, so the obvious answer is that the iphone is missing some obscure implementation of the GSM standard which could be in the SIM card, frequencies, or baseband. On the bright side, it's most definitely fixable via a software update.

This issue has to be raised by AT&T users trying to roam on said networks, and then Apple will take care of it, if it's really a bug in the iPhone.
