I believe the set automatically is related to having location services on and also probably getting the phone to locate itself once.
That might be the difference.

problem not solved
hi, i have the same problem
my iphone (3GS) v 3.1.3 (7E18)
does not show the 'set automatically' option.
it is not linked to location services - on-off (wont change anything)
please help.
also the option 'time zone support' does not show.

This can also depend on what is set in the carrier bundle. Some carriers offer support for "set automatically" and others don't. Unsupported carriers like t-mobile in the US it depends on what was set in the ipcc you loaded onto the phone via iTunes

Just flew west coast to Atlanta and noticed set automatically missing when my clock didn't automatically adjust (on Tmobile). I'm new to 3gs though so it might have been missing since I started using 3gs and this is first time zone change.
It used to work with 2g and I flew through Atlanta before and remember it automatically updated. I think something else is going on. Could sbsettings cause this?

As said earlier, this is a setting that can be added in the carrier bundle - however it is likely that the carrier needs to actually support that feature. Not all do

It's funny, same carrier T-mobile USA
worked on 2G...
but not 3Gs

Again, as he said -- it's likely that you just didn't install the carrier bundle on the 3GS. Do that. It's in Cydia. Without having done this, 99% of the time it will not work if you're on an unofficial carrier.
T-Mobile supports auto update of date and time, but you must disable 3G connectivity in your general settings and you must ensure you have the most recent carrier bundle. Please do this.
