I used Carnaval to jailbreak/Activate (1.1.1) and "Contacts" shows up in the settings menu.
Are you sure this isn't just part of the 1.1.1 FW update from Apple?

It's part of the firmware. I noticed it before jailbreaking.

I do NOT have "contacts" in my Settings... I have to go into "Phone" to see the "sort order" and "display order" options.
I jailbroke my phone using the original 1.1.1 method (creating a sym link for the media folder and updating).
Not sure if that is making the difference?

I've been told it's part of the iPod Touch's firmware. I have a friend on AT&T with no unlocks and he does not have this icon. Anyone else not have it?

I still have the options there as well. They're just ALSO in a new setting called Contacts. I added a snap of my Phone settings as well above.

i have both icons in the settings and on the springboard
you can set it free by editing the M68AP.plist.
but it doesnt make sense at all on an iPhone cause its allready in the phone application.
