I know this may sound really stupid, but I had the exact same problem. For ages I thought I had no sound. Then I found the button above the sound control was switched to the off position. I know, you probably have all checked but I thought I would share with the class anyway.

    Try this:

Turn airplane mode on, reboot. Then turn airplane mode off, reboot again.

Someone confirmed this fixed the no ring, no buzzer problem.

The switch on the top left SIDE is the mute switch. I had the same problem, missed a butt load of calls couldn't find the answer here (Probably because it was such a stupid question) OK, now I feel like an idiot.
BTW, vibrate does not effect the ringing when the iphone is plugged in. At least not on mine. I tried it and the phone would still not ring.
Now all is fine and dandy. kinda like plugging in the toaster.

Maybe someone having this problem so far, that's why i'm writing this/

    It's solves problem itself.

    1. download afc2add from Cydia
    2. download iFunbox and Textedit
    3. via iFunbox go to /System/Library/SystemConfiguration/PowerManagement.bundle/ on your iPhone and copy com.apple.SystemPowerProfileDefaults.plist to desktop. Make a copy of it's file and edit it with Textedit.
    4. Now you should edit this stroke in ALL the file (the stroke is repeated)
    Code:
    <key>Wake On Modem Ring</key>
         <integer>0</integer>
    to:
    Code:
    <key>Wake On Modem Ring</key>
         <integer>1</integer>
    5. Now copy edited file back to iphone, safely remove device and reboot.

    Done

I know this is a really old thread and maybe I am the last one having this problem - but I found a solution and wanted to share it. It results in the same changes scmbrja suggests and also works with up-to-date iOS versions.

    a) you need to jailbreak your phone and use Cydia to install OpenSSH for gaining root access
b1) on older iOS find the directory /System/Library/SystemConfiguration/PowerManagement.bundle/
b2) on newer iOS find the directory /System/Library/CoreServices/powerd.bundle/
    c) copy the file "com.apple.SystemPowerProfileDefaults.plist" to your PC
    d) make a backup of the file before you edit it
    e) using a plist editor like PlistEdit Pro edit the copied file
    f) find all keys named "Wake On Modem Ring" and change the value from "0" to "1" (some are already "1", you don't need to change theese)
    g) save the changed file in the plist editor
    h) on your phone delete the old "com.apple.SystemPowerProfileDefaults.plist" and copy the edited one in the directory
    i) disconnect the SSH connection and reboot your phone

This method keeps power management running but get's rid of the error. Tested with success on a iPhone 3GS running iOS 6.1.3 with redsnow jailbreak. Before I tested a lot of other stuff (System Restore, DFU-Reset, Airplane-Mode On-Off and so on) but nothing changed the problem.

I don't know why I would want my phone to ring when it's in sleep mode. It is interesting to find out, however, that there are ways to make it happen.
