Doesn't work for me, it just keeps resetting it to "true" everytime I reboot my iPhone, just as the EDGE settings get's cleared out, any solutions?

Check another post on "gprs/edge" settings, you have to create a <yourcarrier>.plist file to set all these options, if not, everytime you reset your iphone or change sim the settings will revert to the unknown_carrier.plist file.

Can anyone explain what exactly is meant by: "Message shown on incoming calls, if caller has been forwarded to you"? Does that mean if a call is forwarded to your number by someone else using your number as their forward number if they're busy?

Indeed there are ways and ways of doing this.
The quick way: change UnknownCarrier.plist. This works for all the settings in the "Carrier based configuration file" that is working (some are not working in this firmware). But if you switch your SIM card (diffrerent network) it will not work.
The clean way: define your OPERATOR.CC.plist file (network operator "_" country code) in the same directory and add it's MCC-MNC to the CarrierMap.plist.
They the iPhone will pick your operator settings when you are on their network only. Any other network, including roaming will end up in the UnknwonCarrier settings.
There is a thread on this, mostly dealing with EDGE settings not sticking

I tried that and it didn't work.
Somehow, it always use the UnknownCarrier.plist instead of the one i defined.

Have you swapped the SIM to another to trigger the reconfigure?
Are you sure you used the right MCC-MNC code?

I would say the plist method is probably the safest.
No problems here.
All calls still divert to voicemail when busy or unanswered.

press **004*(enter your voicemailnumber here with out the () )#
eksampel:
**004*12345678# and press call
this will sendt calls to the number you enter if you don't anser or out of reach or bussy
