    Yes, as far as I know it works on 1.1.1 only

    com.apple.carrier.plist is a simlink to:

    /System/Library/Frameworks/CoreTelephony.framework/Support/UnknownCarrier.plist


    Only 1.1.1.

    Or you can try pressing ##002# and Dismiss on the iphone.
    That worked fine for me.

    Careful guys, ##002# is to "unregister unconditional, unanswered, unreachable & busy divert and deactivate for all calls." So it doesn't just keep the pop-up from showing. It keeps it from showing because it clears all diverts. As I understand it that means people will get a busy signal instead of being diverted to a mailbox.

    I would say the plist method is probably the safest.
