More details, what model, what iPhone OS, did you do anything to trigger this?

You can always restore (with either custom ipsw) or if that does not work in DFU with an unmodified ipsw from Apple. Both approaches will remove any iPhone pictures, contacts, sms messages and other data you have not previously backed up to your computer

There are ways to reinstall the OS without destroying the data, this is quite technical and generally only easily achievable by those making jailbreak tools (iPhone devteam) and forensic investigators.
