ya sure you can do that,
but then they will trace where the phone was actually delivered, get in touch with your friendly neighbour, probably have a few "good" words for him, in turn he will tell them that he delivered the phone to you, you loose respect among your neighbours (which apparently is not that important deal for you) they (O2)may file a case of fraud/cheating against you and yes they sure will block the imei no so the next time you pop in a sim card (any sim card) they will be hot on your heels...
so ya go ahead, report it as lost...and keep us updated
