WOuld it not be more advantageous to find a way to "downgrade" the firmware to unlock?. then the catchup would end.

I doubt it....I heard on irc (cannot confirm this) that the dev team will not release the jailbreak until an unlock. Though as of now the jailbreak needs to be made more cleaned up and such. Again, this should be considered a rumor, and taken as such.

we don't even need an unlock if we can downgrade the baseband - which we cannot because the firmware files that store it are still not accessible.

We won't have an unlock or a downgrade until someone cracks open the firmware files, If this is really true about not releasing it i'm sure i'm not the only one who won't be happy.
