I have the same problem, no Wi-Fi, however I have used iphonebrowser (as Endorphiin suggests) to get the pieces I need onto the iPhone to execute. Now the question is...

How do I execute programs using only USB??? I think the answer to this should help almirf too.

    Try Ibrickr 0.91

Yes you can transfer files if you have SSH installed in the IPhone, use WinSCP

You can upload mobilefinder using SSH to the Springboard and use Mobilefinder to launch app

jeffdak - no almirf's problem (and mine) is that Wi-Fi is broken, so although we can install files via iphonebrowser (even SSH), we cannot SSH to the phone because it cannot connect to a Wi-Fi network (and therefore has no IP address). Hope that helps with understanding the problem.

I believe I'm close, with iphonebrowser I can install the files to re-flash the baseband, but I need to execute them. Cannot do this from iPHUC or iphonebrowser, but can modify files on the phone... one of particular interest is com.apple.update.plist in the /System/Library/LaunchDaemons directory. I suspect that carefully modifying this to run the appropriate commands on phone startup might do the trick - but I'm not very familiar with the plist format and am too scared to try anything random, so I'm going to proceed carefully and try and learn how to do this correctly.

However if anyone out there has more info on how to use the LaunchDaemons plist files to execute stuff already on the phone - that would be very helpful...
