If your phone is jaillbroken, activated, and unlocked ... it will remains so even if you use iLiberty+ again and again.
To have the installer on your phone,
turn it on, connect to your computer, run iLiberty+. iLiberty+ will detect your phone is connected. Now put a check mark on jailbreak (yes ... your phone is jailbroken before). click on tools, option and click check for updates.
Next, click on advanced; look at the local payload, if you see anything there go ahead and check them all and delete them. Now click on available on repo tab, select installer and click on download.
When done, you should see installer in your local tab, put a check mark in; now you should see it in the selected tab.
Click go for it.
When done, your phone will have the installer.
That is how it works. That's the beauty of iLiberty+. You can selectively put more stuff into your phone after you have the device jb/act/unlock. This helps when your wifi is not working and you want to have something on the phone. Note: you can create your own payload as well.

Maybe this is my problem, when I try to download installer it says:

Alright, So I tried again with no luck, I then tried to install Cydia and it worked fine. Should I just leave it at that or is Installer much prefferred?

I think you'll be fine with Cydia
