in iTunes? Will that transfer my iPhone contacts to the PC or the other way around? This is a new PC so I wanted to get my contact info on it.

Are you just looking to back up what is one your phone or actually be able to read them on your PC...I just wanted to back mine up just in case and so i went into /var/root/library/addressbook in winscp and transferred addressbook.sqlitedb and addressbookimages.sqlitedb to my computer, that way if i have to restore or anything like that all i have to do is drop those files back in and i have all my contacts. I know i have seen a work around on the net to extract those sqlitedb files, but it was unnecessary for me as all i wanted it for was back up...
Hope this is what you were looking for let me know if that works

I have some old/useless contacts in my outlook. My iphone contact list is more updated. So if I sync with outlook what exactly will happen? I just don't want to risk messing up my long list of updated contacts on my iphone.

they will sync. you will have all of your contacts on both the iphone and outlook.
remove your old outlook ones first, then sync.

Yah, that's what I was afraid of. On my outlook there are contacts with old phone numbers and on my iphone the same contacts have updated phone numbers. So I'll just delete all contacts in outlook and then sync.
