I'm looking for an application, it will probably come from the jailbreak related community, that allows me to bind the iPhone's native phone app to a home/power button combination.
So I could just pullout the locked iPhone, double-press the power button and it will unlock and automatically display the dialing pad. (IMO, a very useful tool when you want to get a girl's phone number )

Have anyone heard of something like that?

You originally posted in the AppStore section, that is for apps that are availabe in the official Apple AppStore. The type of app you are after will never appear there.

What you are looking for is called Activator, it is installed on many people's jailbroken iPhones.

It can rewire certain combinations (like double tap power button when at lock screen) to perform an action. I just configured my phone to unlock when I double tapped the power button at the lock screen.

It doesn't seem to have the inbuilt ability to launch an app, but activator can be extended with addons. I suggest you start asking around to see what can be done with extending activator.
