It may be strange, but if iphone can not boot, that mean It'll be possible to change the new one without any question. I am right or wrong?

However, if they not allow to change the new one, is that possible to make it bootable again.

my iphone OTB with 1.1.1 week 41, but the camera doesn't work, and iphone always shut down itself.

This is bad enough for an exchange IMHO.

Thank for reply, but I'm not sure if they ask how do I know that camera is not work.

Now I return the phone to activate screen, and be prepare to send it back.
