Default [1.1.2 OTB] does it need to be unlocked to use other AT&T SIMs?

I've got 2 iPhones week 46 (4.6 baseband) , the first one was activated through AT&T and the 2nd one using iclarified's Tutorial.

I swapped the the SIM card from the 1st phone to the 2nd one and all the phone futures worked. I thought the phone has to be unlocked first before using any other SIM card?

They are locked to use AT&T only, so you use another similar AT&T simcard.

Is it theoretically possible if we manage to make the phone think that every SIM card inserted is an AT&T similar card then no unlocking will be required?

I don't know if this was answered, but what prevents a true software solution to simulate the AT&T sim?
On other/older phone I understand that a *sim like was needed, as there wasn't much programming that could be done/ran on the phone.
But the iphone threw all that out the window.

Since it seems that turbosim only provides the IMSI and ICCID, how can this not be done through code?
