    you are on windows, so it looks like. its a binary plist like the carrier.plist files and others. On a Mac you use Property List Editor, on Windows try
    pure text editor EditPad Lite (Windows NT4/98, 200, XP, Vista9, free, http://download.jgsoft.com/editpad/SetupEditPadLite.exe)

    You are right, strange. I played a bit around and found this solution.

    Use the converter at
    http://140.124.181.188/~khchung/cgi-bin/plutil.cgi
    it has been mentioned in this forum. After that, you can use EditPad to do the editing. I just tried that on windows, modified after using the web-service and then transferred the file back. Worked

    hope that helps

    Hmm, I used the online-converter on the three files PhoneNumberTemplates_1.plist (2&3). After that I opened PhoneNumberTemplates_2.plist with EditPad and got:

    <?xml version="1.0" encoding="UTF-8"?>
    <!DOCTYPE plist PUBLIC "-//Apple Computer//DTD PLIST 1.0//EN" "http://www.apple.com/DTDs/PropertyList-1.0.dtd">
    <plist version="1.0">
    <dict>
    <key>ad</key>
    <dict>
    <key>InternationalCallingCode</key>
    <string>376</string>
    <key>InternationalDialingPrefix</key>
    <array>
    <string>00</string>
    </array>
    <key>SubscriberNumber</key>
    <array>
    <string>(any)</string>
    </array>
    </dict>
    ...
    ...
    I used EditPad, there is a linke in my last reply.

    You probably just wanna edit PhoneNumberTemplates_2.plist, right? I am talking about Tims version phonenumber_dylib_build_13_beta_3
