No. Skype format is proprietary, so developers can't make something, and Skype itself has refused to make a client for the iPhone.

There are some workarounds, like programs that make Skype call your iPhone from your home computer and then also call the other party in the conversation. But that works only if your phone already works as a phone.

Installing Cydia programs on a phone that has no internet connection: read this.

Editing binary .plist, .strings, .nib and .xib files:
    * on your computer: Windows tool / conversion website.
    * on your iPhone: convert those files in a terminal with plutil (installed with Erica Utilities) or edit them with iFile (Cydia links).

Skypes proprietary protocol is considered to be insecure. Its main server location and how supernodes work is unknown. The idle monthly data amount is around 1GB because of its p2p-structure.

There are open source skype alternatives. I hope people will start to use them, instead of a product that is known to have its disatvantages.

Is there any other Skype alike programs that have chat like Skype ? I only need chat from Skype, not other services. I want to be able to chat with someone on the computer, 1 on 1. Is there a solution ?

Or, if you don't want to pay for the chat functionality, go into Installer and into the Network category. You will find various chat clients there: Apollo, MobileChat, Colloquy. Choose one that supports the chat protocol your friends use (this depends on whether they use Google Talk, iChat, ICQ, etc. etc.).

Again, Skype is proprietary so you won't find a Skype chat client (or I guess you could buy the IM+ program dougan was talking about).
