    Here are the facts:
    - Apple has records of which iPhones have been activated through AT&T. They can bring up this information based on your serial number or phone number AT THE STORE or OVER THE PHONE

I wonder if that's possible. I have not been able to set executable permissions via the USB connection (with interfaces like iPhoneBrowser and iPhoneList). It might mean that Installer itself needs to be modified to do some of the work.
EDIT: Another potential problem: many sources will only give up their list of applications when approached from an iPhone. If you open the xml-list differently (e.g. in a browser), you don't get the data. So refreshing the lists would still require Installer on an iPhone with a wireless connection (or some smart programming to make your computer look like an iPhone).

Suggestion for the interface (if it's possible): sort applications in different ways (by repository, by Source, by creator, by date of creation); search applications (by words in description/name).

Installing Cydia programs on a phone that has no internet connection: read this.

Editing binary .plist, .strings, .nib and .xib files:
    * on your computer: Windows tool / conversion website.
    * on your iPhone: convert those files in a terminal with plutil (installed with Erica Utilities) or edit them with iFile (Cydia links).
