Default [1.1.3][International Keyboards] Why are they dimmed?

When I look at Settings > General > International > Keyboards, all of the on/off selectors are dimmed. I can see the English is "ON" but dim. If I turn on another language, then both turn biright. Actually I can turn all of them on at the same time.

    Is this normal?

Active? I can activate all of them. Aren't you supposed to activate one at a time? I can't. And isn't there supposed to be some change of the keyboard after a change?

I can touch and hold a letter and see additional character choices. Doesn't the keyboard change for say, German, to show special characters?

When you enable a new keyboard, an icon will show up in the bottom left with a globe on it. You can tap that to change the keyboard format for the different countries you have enabled.
