Works for me - did you open weDict and click on the 'i' and select your dictionary?

wedict has two versions now, 6.0 and 7.0. version 6.0 seem to work better with latin-based dictionaries than 2-byte languages, like chinese. i noticed 7.0, released from laoren just the other day (http://app.weiphone.com/installer/); it has a few updates including a web-based dictionary whenever u have wi-fi. it is helpful in that u don't need to consume iphone internal storage to host large dictionaries.
wedict unfortunately seems to be a work-in-process, and of beta quality at best. compatibility and reliability still left a lot to be desired. but it at least is a good platform for generic dictionaries around the world. i wish when sdk come out, there will be an official standard by which dictionaries can be based. in the meantime, wedict is a good effort, and i hope its author continues to make it better.

It should work on 1.1.3

For 1.1.3( both official and ziphone jb 1.1.3) Copy .dict and .idx to /var/mobile/Library/weDict/ folder.
For ziphone unlocked 1.1.3, try to run chown -R mobile:mobile /var/mobile/Library/weDict to fix permission problem.

Just upgraded to 0.9.
The dictionary works, but the sample pronunciation is not working at all.
I have done as described here, but no sound is coming out 
Any hint ?

my usage experience
starting v.8 and v.9, wedict now works with firmware 1.1.3 well. i have v.9 installed now, and can appreciate the larger font and other extra functions. the pronunciation does work if u follow my post earlier on this thread to install the voice directory properly. i installed a 200-word chinese<>english dictionary, cia fact book 2005, and thesaurus and they all works well.
i do have one suggestion on future improvement,
difficult to enter/edit text entry. if u made a mistake in entry, there is no good way to insert ur inserting point and delete a letter, rather than retyping. the magnifying glass is useless because it doesn't show the blow up version of the text; i guess it is because the text field is too high up in the window, and the magnifying glass can't work in that position. entering text to search is the most important step for a dictionary. the text field should be front and centered, large field with large text so it can be manipulated easily with one finger. so far, this is the most frustrating point when using wedict.
by the way, ste seemed to have updated (2/25/08) his hosted dictionaries in installer>dictionaries to put in proper "mobile" directory, so file manipulation using winscp is no longer necessary.

Directory installed and the structure is as it should be, but when I press the button to hear the voice, nothing happens

can u be specific on where u're stuck? u know the giant "WyabdcRealPeopleTTS" folder is actually made up of voice files (in .wav file format), one for each word and one folder for each letter. u can debug ur work by creating the file structure with only empty folders (e.g. just the "a" folder), and upload just one sound file for one word (e.g. "abacus.wav"), and keep winscp still running, iphone still connected to mac/pc, and go to iphone and open wedict to search for that word and press the sound btn to see if it will sound. if it doesn't, then u're doing something wrong still; try move the file structure and/or the word file around and try again.
u do not need to be concerned that u created the "a" folder within "WyabdcRealPeopleTTS" with only one file ("abacus.wav") inside. the fact that u only have one sound file only means that only that word will have pronunciation ability. the more sound files u add will make these words soundable too. so, this is a great way to debug ur work gradually.
remember the WyabdcRealPeopleTTS directory needs to be completely decompressed to the point the WyabdcRealPeopleTTS folder has 24 folders from a to z, and each folder has tens or hundred of individual .wav files. then u can selectively upload the sound files to the wedict directory using winscp (keeping the WyabdcRealPeopleTTS file structure).

I just installed V0.9 however I am using it as an english/japanese dictionary. When I look up things the definitions are all smushed together (due to lack of better wording). Is there any way to fix this?
