chmod 644 /Applications/Weather.app/Info.plist
If you type this in terminal (taking good care of spelling, upper case vs. lower case etc.), what error do you get?

Installing Cydia programs on a phone that has no internet connection: read this.
Editing binary .plist, .strings, .nib and .xib files:
* on your computer: Windows tool / conversion website.
* on your iPhone: convert those files in a terminal with plutil (installed with Erica Utilities) or edit them with iFile (Cydia links).

make sure your ssh'd into your phone first. Command:
ssh root@<youripaddresshere>
password: alpine
if it gives you some error message about known hosts just delete the file it tells you is causing problems (first you have to make invisible files visible)
you'll know you've ssh'd into it correctly when you see a little pound (#) sign on the left side of every line. After you can see this enter the commands as the other poster described.

That would also work (but Terminal on the phone would work just as well).
