This worked for me. Not saying it will for you:

Open installer, and install taskbar notifier. After the install, press the home button, but DO NOT
RESTART THE PHONE YET.

SSH to your phone and run the following commands (the first line will yield a few errors, its ok)

mv ~/Library/* /private/var/mobile/Library

rm -rf ~/Library

ln -s /private/var/mobile/Library ~/Library


Your iphone will appear to have frozen with a spinning circle. Hold the power and home buttons
until the iphone restarts, and when it restarts, taskbar-notifier should work!
