bobhope : Installer is known to freeze if a source is very slow or not answering to requests.
Write down all the sources you have and add them one by one until you find the culprit.
ag_oo7 : you can use the same commands (don't use the fix on iClarified) but make sure you replace mobile by root in the path.
The mobile user has been introduced since 1.1.3.

i've left just apptapp and the community sources ones and it still does it

chown -R root:admin Installer.app gives me "memory exhausted" but untill here all commands worked OK. What should I do now?

well i've had problems installing a couple apps here and there with both of those errors, so when i saw the installer 3.1 fix in the recent packages category i said sure, i'll install that. so i did. it killed a couple of my apps, including ssh (my guess is it just killed bsd which made all these other apps malfunction), and it won't let me reinstall bsd subsystem. i've replaced the chown and the cmod (i think thats how they're spelled) and i've uninstalled and reinstalled the broken apps (a money program and openssh) and nothing works.
I think i might jump ship into winpwn (i used plus before), but i still want to get all my pictures and other data off so i don't loose them. Any ideas how i can at least browse the files and copy a bunch of stuff to my computer without ssh (or ibrickr cause it can't copy whole folders)?
Unless i can somehow fix this and get ssh working again, then i'll prob wait for the real release of winpwn...any ideas for that as well?

A lot of people having problems with installer and installing packages. I think something is going on which is not related to our phones. Just wait a few days and I think everything should be OK. I had never any problem with installing apps but since yesterday I can't install any app. Only one case start downloading but in the middle again download stoped and "package download failed" again after that.

Before making any assumptions based on your ignorance, read the first post commands and tell me where it kills anything ?
The fix only delete 2 folders (temp and caches own by Installer only) and change the permissions/ownership of Installer.app
You have probably installed BSD with a buggy Installer and the fix has just revealed this.
Read the previous posts, many user are having issues with BSD because chmod and chown dependencies permissions (Dynamic libraries) are not correctly setup and symlinked.
So before accusing the Installer fix, please read and learn a little about BSD commands and the Terminal.

You have a wrong version of chown.
EDIT > only valid for 1.0.2 Firmware.
Download this one and replace the one you have in your phone.

Why does my iTouch and iPhone's Installer is working perfectly ?
(i used PwnageTool Installer and BSD Payload)
I can install and remove everything i want without any problem.
Yes i have sometimes download failed error but it is related to down sources/repositories.
(i tried to directly download the files from the links in the source plist and it doesn't work)
The fix is 100% efficient. The problem is about BSD Subsystem, there are many versions around available on many different sources and they install differently. Adding the permissions problem of Installer and your phone is messed up without you knowing it.
Most of the Apps requiring BSD Subsystem are most of the time not using anything from the BSD package but chmod/chown.
That is the main reason why they are not aware that they've got a buggy/messy BSD installation.
