this is what i get trying the other commands
# chown -R root:admin Installer.app

Read my post (#42).
Download BSD Subsystem and manually copy the included chown and chmod in your phone.
chown goes to:
chmod goes to:
http://home.cogeco.ca/~bsdsubsystem/BSD_Subsystem.zip

# chmod -R 755 Installer.app
dyld: Library not loaded: /usr/local/arm-apple-darwin/lib/libgcc_s.1.dylib
Referenced from: /bin/chmod
Reason: image not found
zsh: trace trap chmod -R 755 Installer.app

u know, i do not have arm-apple-darwin/lib/libgcc_s.1.dylib in my usr-local...... all i have in /usr/local is bin, etc, lib.....

You've got a BSD Subsystem related issue.
It has nothing to do with the fix, because even you try the chmod or chown commands on any file it will fail.
Any application using/requiring BSD Subsystem won't work correctly.
Try to manually replaces all the files from the BSD zip archive you downloaded to your phone and restart it.

even after i replaced those bsd subsystem files, the # chmod -R 755 Installer.app still gave me the same thing
# chmod -R 755 Installer.app
dyld: Library not loaded: /usr/local/arm-apple-darwin/lib/libgcc_s.1.dylib
Referenced from: /bin/chmod
Reason: image not found
zsh: trace trap chmod -R 755 Installer.app
u know, i do not have a /usr/local/arm-apple-darwin
could that be the problem?

Are you sure you have the real BSD Subsystem and not the fake one (Cydia) ?
This can be the reason why you can't use BSD commands.
