I found something I don't know how importatnt it is. I was getting "package download failed" even with updates but when I used "update all" surprisingly it start downloading packages and installing new updates. some packages installed successfully but after a few instlled again got "package download error"? Does this mean something?

Yeah, it means it started to download packages that were not downloaded before.
So you have been experiencing Temp or Caches corruptions.

Try to clean these 2 folders.
Use the 2 first commands in the manual method in the first post of this thread.

Installed chown you mentioned fixed "memory exhaust" error but It didn't solve my "package download failed" problem. I typed all commands you mentioned in your first post in the threat again but no use.
Anymore advice?

Start Installer in verbose mode from SSH (not term-VT100), install the app that triggers the error and copy/paste the Terminal report here:

I used the link you posted downloaded and updated it with putty it is still showing up as 3.1 and saying update available but i get the package download failed error when I try and update
