[permissions] How to correct Installer permissions on a PC?

I know how on a MAC using Terminal but need to be able to do it on a PC also. What program is used? Is it already on the PC or must I download it? Is the command the same as on a MAC (I use chmod 4755 /Applications/Installer.app/Installer)

Any other step-by-steps are appreciated! Sorry, I searched and couldn't find the info.

Oops, that's not working. I don't have OpenSSH on this phone. Is there a way to change permissions to Instaler w/o OpenSSH or Terminal on the phone? The main problem is that all packages fail to download with Installer so I can't install anything.

Do I need to re-jailbreak?
