I would think so, it might (almost 100%) be based on linux=easy to work with (at least easier than WinM)

Fail. He wants to hack his WinMo phone to run the iPhone OS. Hence the title "Windows Mobile to OS X Mobile" (emphasis mine). If wanted to run WinMo on his iPhone, he would have written "OS X Mobile to Windows Mobile". Basically, he wants a Hackinphone. A worthy cause, but unlikely to have much success... perhaps OpenMoko instead?

The os x itself use arround 300MB space, I don't think there is lot of ppc have that MUCH internal space for the os x (Yes can run it on the sd card, maybe, but the you will lose the performance a lot).
Moreover, there are lots of accelerator / senser inside the iphone which most ppc DON'T have. Even it's possible to emulate them to run in general ppc hardware, I don't think you will be happy with it.
For the screen resolution, iphone is 320x480, as I remember no ppc use this kind of LCD.
Finally, if can get an iphone unlocked (or unlock yourself) at a reasonable price, it's cheaper than MOST of ppc phone avalible in market.
Who need a ppc hardware + os x if you can get a REAL iphone with A LOT MORE storage space and LOWER price?

"Might" is probably not the correct word.
OSX is not Linux-based. While the OSX kernel for PowerPC and x86 is open source, the ARM version of it isn't. Plus, all the framework and applications which are not open source at all are may not be compiled for the same ARM varient in a PocketPC. (ARM7 versus ARM9, etc).
Finally, most PocketPCs will not be running the graphics accelerator used in the iPhone. So, you're already at the point where you'd have to port the kernel to ARM, and afterwards, somehow figure out how to write an equivalent graphics subsystem. At this point in time, you're basically writing your own OS already.
In short, this wishful thinking will not pan out.
