No, I dont think so. Making you try the zoom out thing had the following reason: Apple has a partner by the name of Skyhook. They "collect" Wlan hotsports with their matching addresses in a database and provide this for iPhone's Locate me feature. They started in the US to drive around with cars and do this job, then in major capitals of other countries.

It could have happened then (at least I thought so): Users in the area where you live provided those data, so Locate Me provides data almost on street level. But Google would not be ready at the same time providing high res map tiles for the same area. We know now, thats not the reason.
Cause you are saying it used to work before, it should do now. There's probably something else.
The only data I can see so far that are collected by Maps are in
You can delete the complete folder "Maps" in /private/var/mobile/Library/. You have to connect with SFTP (WinSCP on Windows; Cyberduck/Fugu on a Mac), delete the folder, restart the iPhone and try Locate me again.
Maps will bulid this folder new if not there and the app is started.
Check before: There might be two files in that folder: History.plist just saves the last areas you visited, no big deal. But: in maps you can save kind of bookmarks. If you did, there is a file called Bookmarks.plist aswell. You might wanna save the file to your PC before deleting "Maps" and then later put it back (after testing).
That's the last idea I have for now, besides doing a restore ...
