i have installed Korean, Japanese, Italian, German and Spanish keyboards by the following method on my 1.0.2OTB which was upgraded to 1.1.3 via iTunes then jailbroken and unlocked with ZiPhone and anysim 1.3 (google maps works fine)
1. install BSD Subsystem
2. install Term-vt100
3. install Erica's utilities
4. install mobilefinder
5. install mobiletext edit
6. install 'SUID Lib Fix' (under Tweaks 1.1.3)
7. open Term-vt100
at the first login prompt type: alpine
at the command prompt type: bash
then type as follows:
cd var/mobile/Library/Preferences
plutil -c xml1 .GlobalPreferences.plist
(what that command does is convert your GlobalPreferences file to xml, so that it can be read in MobileTextEdit and won't appear as gibberish. in the future, anytime you need to fix or add more languages, if it appears as garbled text in MobileTextEdit, you can go back and run step 7 again to convert to xml)
8. open MobileFinder, navigate to /var/mobile/Library/Preferences
9. highlight GlobalPreferences.plist
10. click on File->Modify->Open with->TextEdit.app
11. this will open a new screen with the code for the global preferences. scroll down to find both places where you see the following
<array>
<string>en US</string>
</array>
...and edit both places to add a line so it looks like this:
<array>
<string>en US</string>
<string>ja</string>
</array>
if you want korean, italian, etc., you simply add
<string>it</string>
<string>ko</string>
I have been using these keyboards for over one month now with no issues, and i can use them in all apps, including weDict and Google Maps with no problems whatsoever

That will work for one keyboard, but using the installer that I referenced will give you the option of using multiple keyboards and languages (you can change it on the fly). Plus you can have all of your menus and icons switched into you home language if you so please.
Add http://repo.aakqtr.com into installer
Goto BiOsS Modz
install *1.1.3* International...
Your options will be under Settings / General / International

That sounds great psedog - can you switch back and forth without any difficulty? do you think there will there be any issue if i try installing it after i already modified the GlobalPreferences.plist manually? once i went to the settings tab after having made this manual mod and the result was that just opening the screen for keyboards made all of my international keyboards disappear. i then had to go back and convert the plist back to xml and modify it again in order to get them back.

Switching back and forth is seamless and simple. I'm not sure about your method, but on this method you can switch between the keyboard while you are using the keyboard. Really helpful if you want to use the auto spell while typing in English, and then you can switch over to Japanese and then get your hiragana/katakana/kanji.
I don't think it will be an issue for you. I think you should change your global list file back. I was going to upload my original one, but then I noticed it had my phone number on it. If you want it, I can PM it to you, though.

1.1.3 and 1.1.4 use the same method.

Yes you can. Just use the method that I outlined above.

So this method that psedog recommended worked awesome, everything was put into another language... except the SMS and phone section. It's all still in English, and I have no idea why. Is there something dramatically different about the SMS and phone app that I can't change the language for menus and such, or is it just that the patch was just the .lproj files intended for the touch and not written to alter the phone and SMS functions?
