That's cool job and nice to meet you here, actually I am working on the same stuff here. :p
Here is my work about 2 days ago. And I was thinking to put the new zh_tw.lproj into it, there might be a way to change the language setting of app.
I will make a test and post later here.

Haven't got a chance to edit these files under Windows. I did it under OS X.
Just change these *.strings into *.plist, so you can open it wit Property List Editor without and issues or conversion. Then change it back to *.strings before you put it back.
