Easy, just read the Notes at the end :
It's like MyLocation program , Google asked to stop it as they have realased a Google Maps for Mobile with that Technology but not yet for iPhone.Will not publically release this, sorry. Google's database of cellular tower locations is not publically available and they'll most likely ask me to stop distributing this. Until they release a public api, I'll keep this for myself

If you can create a mashup that does than on a PC I can't see why you would be persecuted for doing it on a phone...
