Google isn't helping me find this, although I know it's already got to be out there.

How can I distribute tool-chain apps to non-jail broke phones?

Can we just recompile it in apple's xcode & family and distribute it via the app store (with proper registration of course)?

If there is already content out there that explains this, I apologize, I've been looking for several hours and can't seem to find this exact question answered, much less the steps if it's possible.
