If your on a mac, you can use this... it embeds hi-res photos into bookmarks which you can sync onto your iPhone... you can then view the bookmark/picture in Safari at full res!

I seem to recall Safari having a special JPEG viewing feature that only decodes at 1/10 resolution for large files.
