I'm in 1.1.4 (1.1.3 oob/restored to 1.1.4/Ziphone, but still in 4.6) and my themes just don't show up correctly (some icons just stay standard)
I manually uploaded a theme through iPhonebrowser and I couldn't even see (in Iphbrwsr) the other themes that were already installed on my iPhone ... and the theme I uploaded is not shown on my iPhone.
