Default Boot from external drive?

Ok so I want to install Tiger on my Dell Inspiron 8600 but I don't have a DVD burner to burn Mac OS X. So I saw in a thread that you can put the .iso or something on a external usb drive and boot from that to install. Is that true? And if so how exactly can you do that? And also can anyone give me a link for downloading Tiger because every torrent I've found has like 5 seeds.

4. Using Diskutil (Mac OS X only)

Download the desired .img file
Open a Terminal (under Utilities)
Run diskutil list to get the current list of devices

Insert your flash media
Run diskutil list again and determine the device node assigned to your flash media (e.g. /dev/disk2)

Run diskutil unmountDisk /dev/diskN

Execute sudo dd if=/path/to/downloaded.img of=/dev/diskN bs=1m

Run diskutil eject /dev/diskN and remove your flash media when the command completes
