IPhone app access to itunes music MP3

This question has probably been aswered many times, but here goes.
I'm looking to get my business moving in a different direction and try to get an iphone app developed. One burning question i have is?

Can an iphone app access the Itunes music folder to read MP3 files ?

With the official SDK: No, your app won't have access to the folder
With a Jailbroken device: Yes, you can access the raw MP3 files, however, they have file names likes 10313.mp3 2424.mp3 and so on.
