XCode and iPhone simulator runs only on MacOS.
XCode is the IDE including interface builder. You can also use the iPhone API through open toolchain and compile natively on the iphone itself. However you will be missing IDE with intelisense , iphone simulator and interface builder. Debugging may also be painful. There are some tutorials on the net regarding running MacOS on PC - you require Intel CPU for this. You could also try running it in VMWare. Be warned that this is rather troublesome way and don't count on out-of-the-box solution.

I guess it's worth mentioning that MacOS is 64bit , hence trying to run it on 32bit XP or Vista in VMWare will be VERY SLOW. If you run into serious trouble preparing MacOS it's still worth checking out the open toolchain.
