Default Shift restore not working on iTunes

I am trying to upgrage my 2G phone to 3.1.2 using a custom firmware.
But the shift/restore does not allow me to select ipsw file.

I have tried
1. running itunes administrator
2. "%ProgramFiles%\iTunes\iTunes.exe" /setPrefInt carrier-testing 1
3. 1 and 2
4. repair itunes

Any other solutions ?

This user is on a windows machine, so it is shift-restore

You need to hold down shift and click on the restore button, you will be given an option to browse for the IPSW
