No - as the baseband is updated.

Besides, you can't even jailbreak yet, which means you can't unlock (even if there is an unlock for the new baseband)

It's not going to happen any time soon. They warned people not to update.
If you haven't updated you will be able to use pwnage to update while preserving your BB (hopefully) but there is no unlock in sight for the 3.1 BB

I've just looked at it - I don't have time to correct all the errors at the moment but you could point out that the 3G is not the same as the 3GS Posting the instructiomns with the title " My Successful Downgrade [3.1>3.0 on 3G] WITH Carrier Network (Canada>Rogers-Fido)" in the section for 3G phones (not 3GS) and then gives instructions for the 3GS - but uses quickpwn?

I am confusing day by day when i read articles about unlocking & Jailbreaking iPhone 3Gs F.W 3.1 ... As far as i know that it's not possible for now.But also DEV-TEAM has a new post on their blog. But as i said it's really getting confusing in each article and i am totally lost. So could n e one here help me (answer my questions).

I have an iPhone 3Gs and bought it from a foreign country. I've jailbreaked it myself when it has 3.0 FW on itself.But i think i aint back up it. I have no idea whut ECID is and how to activate it.I have upgraded my F.W. form itunes as a mistake. All i know about it is it's upgraded my BASEBAND and there's no solution to downgrade it for now.And that makes me hopeless about unlocking my sim. On the other hand i may had a chance to jailbreak my iPhone 3Gs F.W.3.1 (with PwnageTool 3.1.4) if i had a ECID backup and custom IPSW. And one more important thing is PwangeTool is only works on MAC but PC.

Can i find any 3.1 cutom ipsw? If i find it,does it make sense about jailbreaking? Is there n e latest news(programs/methods) for SIM UNLOCKING for my situaton? Whut ECID is stands for?

You can JB by restoring to a custom FW. If your phone was JB on 3.0 you could have still unlocked but if you updated to 3.1x in iTunes it will have updated your BB to 05.11.07 so you can't unlock now.
