I was able to extract ICE2_05.11.07.eep and ICE2_05.11.07.fls from the ramdisk. I've also been able to put BBUpdaterExtreme on the iphone along with both baseband files. However, when I run BBUpdaterExtreme, it gets to the point that it says:

Gathering modem information...OK
Checking Static EEP backup...
- backup is OK
Checking Static EEP backup -- All OK

And then it just sits there. Phone doesn't lock up, terminal doesn't lock up. It simply doesn't go any further. I did successfully take the daemon down (signal goes to Searching...). Anyone have any idea why this isn't working?

Did you extract the files on snow leopard?

If you extract the files on another platform, these files are 0kb. They should have the following size.

That's exactly my problem, and what I figured the problem was. My files are only 36K and 3.4M. I've even tried making a zip file with them in it, can't manage to get the real files over to windows. Even using MacDrive, in there I see the files as 0 byte files. Any chance of posting or emailing me the 2 files, or is that against the rules? So close, yet so far!

It would seem after some research that my problem is that these are HFS+ compressed files. I have no access to snow leopard, only regular leopard and windows. Do I have any way of getting the uncompressed files or am I just screwed at this point?

Was finally able to rip the files out with a Snow Leopard install. Updated the baseband firmware to 5.11.07 successfully and all my connectivity problems instantly disappeared. Thank you very much for the pointers!
