Default tethering and 3.1
i've read that if you update to 3.1(i currently have 3.0 Jailbroken via purplera1n.) you lose tethering. i'm not sure if it meant tethering's gone since the 3.1 update came out, or as long as i still have 3.0, i can use tethering. and I don't know if i should jailbreak it to 3.1 or not. i see more cons than pros in updating, because i will lose many feature. does jailbreaking it to 3.1 keep the tethering?

widely discussed, 3.1 breaks the tethering hack at the moment. alternative is to use pdanet.

what if i still have 3.0? does at&t charge me for tethering?

AFAIK at&t has no way of knowing how you use your 3G data link on 3.0.

can ATT tell if I tether?

PDAnet is a PAID app (I think it's $4.99) available from the Cydia Store. There is a trial available.
