Saurik on Twitter: On 3.x: chill out. Have (just) an ounce of patience and you will be seeing a full Cydia stack. Obviously: unlocked users shouldn't upgrade.

Is it possible to jailbreak 3.0 without Icy installed? Just only a jailbreak.

jailbreak MEANS the installation of Icy...
what else is jailbreak for, if not installing a way to access the phone directly? (in this case, Icy?)

Maybe with diskaid? to modify files? To install theme's by hand? to change sms sounds? etc. etc. etc. etc.......

why do you want to jailbreak without icy? what is the benefit? and what is the detriment of having icy installed? especially when cydia doesnt work. i understand doing stuff without icy, i had to manually skin and customize my phone but icy has still been crucial for some important installations that would have been much harder manually done.

but to do that, you need to have OpenSSH, which can be installed only with Icy.
The jailbreak by itself only puts a package (Icy.app) inside /Applications. Once this is done, you are in and you can do whatever you want. This is the magic of jb, and just this.

Some jbs also enable AFC2 (which allows USB connection without using OpenSSH), but that's not the real purpose of jb
