What are you doing when you get this message? Is it on your computer or the phone itself?

its usually the computer....
just change the usb port, restart and try again ......

worst case scenario try uninstalling and reinstalling itunes...
do a DFU restore ..

good luck

if error 23 issue appears more and more even if you change usb and computer,, then your baseband processor is fail,,

usually error 23 comes with DFU restore
but if you put it to recovery mode restore,, it will show an error 1011

on iPhone3G u have to change baseband and cannot do activation with itunes
on iPhone2G simply change commboard

sorry mate,, it is an advanced hardware problem..
try to sell your iPhone as is on ebay
