So question is, how do I start off with a fresh restore point where the phone is totally wiped clear, as you were to pull it out of the box? I noticed on the restore screen that you can pick a restore from your previous itunes profile and then there is one for new phone.. Is new phone going to try and run an activation procedure or is it for syncing with information thru itunes??

Are you on a legit iPhone contract? If so do a
DFU restore, this will wipe out all the stuff you dont want Apple to see.
NOTE: Only do this if you are on a legit iPhone contract cause this will bring your iPhone to firmware 2.2.1 with baseband 02.30.03, the one that cant be unlocked as of now.
