I just made an AOL account, then bought an iTunes US card on eBay. The seller sent me the code and I could buy from the US store. Too bad Pandora Radio doesn't work regardless.

I have 2 accounts created by the sameway but none of them are working, I always ended with the Error 1009 when downloading free apps...

both accounts are US but I'm not living in US so is this the problem?

Can u download Apps using a US account out of US?

Yes you can, i do.

Make sure your account address is in US and valid.

Make sure the iTunes store where you are trying to download apps to is the same country as when you registered.

I did that, changed the address into a valid US address and used a valid US phone number...same error.

one other question, do u have an iTunes Music Store in your country? cause I don't.

or maybe Apple blocked my IP? I mean my country's IP not mine?
