Default iphone shows "locked" screen

Hi everybody!

I have a problem - my iPhone ran out of battery so I plugged it in just a few minutes ago. When it starts everything's normal - the homescreen comes on and says my sim is locked, shortly after that (a few seconds) the screen displays "locked" and there's nothing I can do. Holding down the power button and pushing the home button it does a restart but the problem doesn't go away. I recently installed "iLocalis", maybe that program has something to do with it? I assume I haven't activated panic mode - however, when accessing the website I typed on "unlock iphone" and even after another restart the thing is still locked..

any ideas?
