Application Switching not bringing application window to front

When I switch applications using the CMD+TAB keys or by swiping four fingers across the trackpad and selecting an application from the displayed icons the application window does not open, however I can see the menu of the application in the menu bar. Am I missing something here, please help. I am using a MacBook Pro running Leopard 10.5.7.

This happens when you have closed (clicked the red circle) the window of the application but not the application itself.

Even when I minimize the application window (instead of closing.) it does not become active when selected thru the Application Switching tab on the Screen.

ALT+ Mouse click open the applications. Is this how it is supposed to work or am I missing something. Can someone please help.

If you have minimized or closed (not quit) the application the CMD + TAB application switching method won't work.
