can i use my unlocked iphone on att and not pay the higher data plan?

I just bought an unlocked 2G 8gb, I believe it has installous? Now, I'm actually an att customer. Can I use this phone and not have to add the iphone data plan? Is that the advantage of using an unlocked iphone with att? If that's the case, can I unlock our new 3G and do the same? Apparently, they can detect you by IMEI right?
