There are several references to Tim's framework in this thread and I do not keep track of where each reference is. All I keep track is the the 1.1.2 discussion started on page 23.
Now, for downloading, using, samples, discussion on the Tim's Framework tool, try using the "Search This Thread" feature and type "framework". It will yield 2 pages worth of information on the tool. Simple and effective.
As for the Argentina case, nobody from Argentina was ever able to fully describe how numbers are dialed and received there. Just bits and pieces for specific cases. That is why there is always a request for a different problem with it in Argentina.
So my advice is:
a) Get the proper information, not only for you operator, but for others too. Check it against the regulatory agency rules for Argentina, that way you do not miss anything.
b) You need the rules for dialing calls: local, long distance, mobile and long distance mobile, as well as local and long distance SMS.
c) You need rules for matching inbound calls: local and long distance, as well as local and long distance SMSs.
d) Then try making some sense of it and reduce the number of rules (factor things out)
e) Try to create a common set. Test and use Framework as other did to check the rules for error. It's much simpler to spot the problem decomposing the numbers.
f) If all fails, try Tim's "simulated" x-rightmost digists matching. It will do miracles for complex cases.
